AUSTIN, Texas - Many believe that sports betting in Texas could become regulated by the state in the next legislative session, but challenges remain.

Chris Christie, former governor of New Jersey and a key figure behind U.S. sports betting legalization, is one of those names.

He recently expressed in a Covers interview optimism that Texas will soon legalize sports betting, possibly in the upcoming legislative session. Christie sees Texas as a state ready to embrace sportsbooks where ongoing discussion are always focused on when Texas will get sports betting.

With almost 40 states having sports betting laws on the books, many Texans are hopeful that legislation could soon pass.

In the meantime, residents can still bet at trusted Texas sports betting sites like Bovada and BetOnline. Places like FanDuel, DraftKings, BetMGM, and Caesars will take a back seat for now as they keep hope to join an unknown market that could see hyper restrictions.

Team Spain will be playing in their very first Knockout round in World Cup history.

Temperatures in France will be warmer than usual, in the nineties, when the match begins.

PARIS - There can be only one team that will advance to the quarterfinals of the FIFA Women’s World Cup but will it be Spain or the USA? The US team has had 3 days to practice, rest, and recover from their win against Sweden, while Spain has had an entire week to prepare. Team USA’s coach Jill Ellis believes her team is ready to play, as they’ve been conditioned to have smaller periods of downtime between matches.

"We're very used to a three-day rhythm," coach Ellis said in a press conference over the weekend. "It's what we've done in certain tournaments, specifically for that purpose of having a consistent rhythm in what we do. And we can't control, obviously, what our opponent has."

Spain’s coach, Jorge Vilda, has every confidence in his team’s abilities as well. While discussing the game against the US in a post game interview he said, “We know that they did not concede a goal in the last seven matches, and that they have scored 47. But the stats are there to be broken.”

What The Players Are Saying?

While this will be Team Spain’s first time in the Knockout round, there is no question that they deserve to be there, and Team USA knows it.

“They’re extremely technical. Really good on the ball. Very dangerous,” Kelley O’Hara, a defender for the USA said during a tournament conference. “We’re going to have to keep really tight lines and make sure that we don’t let them get a rhythm.”

As for Team Spain, the players are ready to take the field and show the world what they’re made of.

“We have been working for a long time. We have already faced great rivals and we always give an extra in those games.” Irene Paredes, a defender for Spain said to reporters. “ It will be complicated, but I believe in the team, in our weapons and possibilities and we hope to prove it on the field.”

This game will be a full ninety minutes of action. Each team is going to give it everything they’ve got and leave it all out on the field. The losing team will be sent home, having to wait another four years to see the next World Cup. The winners will move on to the quarterfinals of the tournament. “I want to play every team that is ranked first in this tournament just so that we can lift that trophy and feel that rewarding feeling at the end.” US defender Ali Krieger said to the press. “To say, `You know what? We are the best.’”

The reigning champions are favored to win with odds of -290 while Team Spain, the underdogs have odds of +900. Both teams will take the field at 12:00 pm today, June 24th. FS1 will be televising the match for those interested in watching while sports betting in Texas.

The Houston Rockets and the San Antonio Spurs both propelled themselves past the first round of the NBA playoffs, only to find themselves locked in an in-state rivalry. The I-10 rivalry is always a great matchup for fans to watch as their two local teams battle it out for supremacy. Who doesn’t like to say they’re state champions, especially in Texas?

With two talented teams representing them in this year’s NBA playoffs, Texas as a state should be overjoyed, right? Wrong. Texas is actually the loser in this situation, no matter which team comes out on top.

Right now, it’s the NBA playoffs. But it wouldn’t matter if it was the Houston Astros and the Texas Rangers facing off in a series or if the Dallas Cowboys and Houston Texans both made it to the playoffs. What we’re focusing on is Texas itself - more specifically, how no matter which of their teams wins, the state has lost. Because they’re losing out on the millions, possibly billions, of dollars being spent at sportsbooks outside of their state and outside of this country.

This is because they, like 49 other states in the US, don’t have legal betting on individual games and sports matches.

Why Texas Should Be Leading The Charge For Legal Sports Betting

So you may be wondering why we’re picking on Texas when there are 48 other states to worry about. The fact is, Texas is losing so much more potential business than most of those other states. Sure, there are a couple of big states out there that also need to be called out (Florida, we’re looking at you), but the fact of the matter is they’re still doing something about the fight for sports betting. Texas is not. With some of the biggest sports teams and some of the most avid fans in the country, Texas does not like to lose. So why they would willingly allow themselves to be in a position where they are consistently on the losing side is almost beyond comprehension.

Looking At It From An Economic Standpoint

Did you know that a majority of bettors are more likely to wager on their home team? Most people bet with their heart – now whether or not that’s a mistake is another point entirely. But the fact of the matter is, Texas is home to three of the 30 NBA teams in the country. That’s 10% of the NBA right in your state. 10% of a fan base that would more than likely start betting on games if they had the opportunity. And while 10% of anything might not seem like much, 10% of a few billion is still a pretty impressive sum.

Just last March, Nevada sports books reported that $439.5 million was wagered on basketball, both professional and College. Now, about 60-80% of that was from the NCAA tournament, but that’s to be expected, as it was the March Madness Tournament. I wish I had a concrete way to isolate the spending done on just NBA games but a rough estimate puts it at anywhere from $87.9-175.8 million during that time. And that was just regular season betting. When it comes to the playoffs, figures tend to jump, especially on a heated series.

Texas has two teams playing each other in the second round of the NBA playoffs. Two teams locked in a rivalry that goes back to 1978. Both teams are playing their hearts out in the hopes that they are the team to make it to the next round. I’d say that makes it pretty heated.

So why aren’t Texas lawmakers looking into a way to tap into these funds? It’s not like there aren’t already states that have cleared a path for this to happen – just look at New Jersey. Other states have even taken a passive approach to legal sports betting, passing legislation that would regulate sports betting after the federal law was repealed/amended. But Texas hasn’t even done this. Why?

Why The Conservatives Should Be Pro-gambling Rather Than Continue Their Anti-Gambling Stance

Texas is famously anti-gambling, as it is a stronghold for Conservative politicians. While the mention of Texas lawmakers usually drums up controversy, there is one thing that the traditionally conservative state has going for them – a very successful economic environment. So it begs the question why a state that enjoys bragging about their stable economy refuses to open the doors to a market of untapped potential that cold skyrocket them to the top of the list?

Is it because sports gambling has been accused of harming the players and the organizations? That can’t be it, as we can see just by peeking over at any one of the countries that have legalized sports gambling. They regulate and monitor the gambling so that there’s no chance for scandal to slip through. Nowhere in England or any European country has a player been harmed for not throwing a game nor has a team been found guilty of point shaving. With hundreds of examples negating these claims, I think we can finally put that somewhat flimsy excuse to bed.

But that’s just the fragile leg that PASPA attempts to stand on. Now that we’ve knocked it out from under them, Texas Lawmakers need to see PASPA itself for what it truly is: a funnel for billions of dollars leaving their state (and the country, for that matter). Not to mention a gross invasion of state rights.

Texas Conservatives have got to know by now that their laws are not preventing gambling. What these laws are doing is forcing that money out of Texas. With their anti-gambling laws and lack of casinos and slot machines and poker rooms, an estimated 2.5 billion is being spent in three neighboring states (Louisiana, New Mexico, Oklahoma). The same thing goes with PASPA. As Texas remains neutral in the fight against PASPA, they’re forcing potential economic windfalls overseas. Sports betting is an even bigger market than casino gaming. It holds an estimated price tag of $80-380 billion on the black market.

It’s not even all about dollars and cents. Let’s look at it from a legal standpoint. The Conservatives are huge proponents of the US Constitution, right? So why are they letting themselves lose out on constitutional rights that the federal government has intruded on?

PASPA is one of the biggest violations of the US constitution in history. The US government has overstepped so many bounds by taking away a states’ right to decide whether sports betting should be legal and regulated. The tenth amendment might not be a flashy one but it is an extremely important one. For those who say they are proponents of keeping to the Constitution as closely as possible and keeping US money in the US market, why would Texas lawmakers want to continue to uphold a law like this?

So, What Should Texas Do?

Start looking for a way to get in on the action. Without legislation that either goes against PASPA or at the very least provides a plan for regulated sports betting in Texas after the federal law is repealed or amended, Texas is going to remain the loser in this, and many more playoffs.

Daily Fantasy Sports have been a highly contested topic of discussion for some years. Some believe that it is a form of gambling and should be banned. Others believe that it is a game of skill and a viable form of entertainment. Everyone agrees that it needs to be regulated.

That being said, only 11 states have come out with legislation that legalizes and regulates the activity. Two of those – Mississippi and Arkansas – only doing so in the last few weeks. With the majority of the country still figuring out what to do about DFS, this next month will be extremely important.

Daily Fantasy sports sit in a gray area where most states are concerned. As of now, any state that hasn’t legalized it has the ability to kick them out of the state at a moment’s notice. Some states, like Idaho, have done just that, forcing paid daily fantasy sports sites DraftKings and FanDuel to vacate the state. Others, like Texas and Georgia, have had their Attorneys General issue statements as to what the stance is on DFS, but haven’t taken any action against the sites yet.

As we begin the month of May, five states with DFS bills will close out their session by the end of this month, including Florida and Texas. With just a few weeks left to pass the legislation, many are wondering what will happen. Some of these states are incredibly influential, and their actions can certainly have an effect on what happens with DFS in other states.

Florida and Daily Fantasy Sports

Florida is by far the most influential state in all of this. They’ve got multiple bills on the floor at the moment, some of which encompass gambling as a whole and a couple that are stand-alone bills specifically about DFS. But as of May 2nd, it appears that they will not be joining the ranks of states with legalized DFS.

Legislators have been dragging their feet when it comes to expanding gambling in the state, leaving bills that would effectively expand the Seminole Tribe’s gaming compact with the state dead in committees the last few sessions. This year seems to be no different, unfortunately, as negotiators from both sides couldn’t come to an agreement, effectively killing the bill.

Vice Chair Jose Felix Diaz and Chair Bill Galvano of the Conference Committee On Gaming issued this statement:

“Notwithstanding the significant progress made this session and in the Conference Committee on Gaming, we have reached a point where we do not believe that a gaming bill…can be achieved before the Legislature’s scheduled adjournment sine die.”

They proceeded to request that their committee be dissolved, killing any chance the bill had left. This overarching piece of legislature would have contained verbiage to legalize and regulate DFS if it had come to pass. Florida’s legislative session for 2017 ends on May 5th, and although there are still several stand-alone DFS bills, there’s almost no chance for them to be passed.

Texas and Daily Fantasy Sports

In 2016, Attorney General Ken Paxton issued a statement that sent DFS in Texas in a tailspin. The statement said that under current laws for sports betting in California, bets on a part of the game as well as on the game as a whole constitute gambling and that “Because the outcome of games in daily fantasy sports leagues depends partially on chance, an individual’s payment of a fee to participate in such activities is a bet.”

This opinion caused FanDuel to vacate the state, while DraftKings maintained that what they offered was not gambling and proceeded to dig their feet in and continue to operate in the state. With so much confusion surrounding the topic, Representative Richard Raymond introduced a number of bills (HB 1457, HB 1422, and HB 1418) to legalize DFS in the state. Cosponsors on these bills include Republicans and Democrats.

While it is encouraging to see bills that are supported on both sides of the line, the fight against DFS is mainly coming from the Republican Party – who are currently fighting amongst themselves over whether or not this can be considered a form of sports betting. Conservative lawmakers in the state have long been opponents of legal gambling, due in large part to the strong anti-gambling lobbies that back their campaigns.

Aside from being one of the largest anti-gambling states in the country, Texas is a hard hill to hurdle because of one very annoying fact – Their legislative session only meets once every two years. That means if this bill is not passed in this session, residents won’t have a solid legislative leg to stand on either way until 2019.

Session ends on May 29th. Texas’ DFS bills have made it through their committees in the House. Pending a vote, they will move over to the Senate for revision and another vote. These bills still have a long way to go, but they’ve got the time to get there.

Daily Fantasy Sports In Other States

In addition to these two heavy hitters, Alabama, Illinois, and Vermont also have bills on the floor that will be decided on one way or another by the end of May. Illinois has a few bills working their way through committees right now, and Vermont has just passed a daily fantasy sports bill through their Senate. Both states are small but would be good for the morale of proponents for the DFS movement.

Alabama is another state that has been pushing hard for DFS over the past year. In late April, the House squeaked a DFS bill through. The debate over this bill, HB 354, was contentious at best and took over two hours to complete. The bill was passed by five votes, and now awaits an introduction to the Senate.

As one of the few states that has been unwaveringly against any form of gambling whatsoever, Alabama’s ability to pass through a DFS bill that just last year couldn’t even make it out of house committees shows that the overall attitude in the country towards sports betting is changing.

The best part about Alabama’s DFS bill didn’t come from the fact that it made its way through the House, which is great, don’t get me wrong. No, the best part came when one Representative broke down and infamously called out his fellow representatives.

“I was just sitting here thinking, what big hypocrites we have here in the state legislature, concerning gambling here.” Representative Alvin Holmes stood before his colleagues and proceeded to claim that he knew which of his coworkers were anti-gambling but were betting with bookies any given Saturday on an Alabama or Auburn game. “You know they bet on Alabama football games, don’t you?” he asked of the Chair.

While the statement from Rep. Holmes was quite funny and worked well to break through some of the tension in the room, he also had a good point. It doesn’t matter if paid Daily Fantasy Sports is considered gambling or not. Alabama residents are going to do it. And the same goes for sports betting.

The forward movement of DFS bills throughout the US and the very publicly changed opinions of state legislators as well as professional commissioners is creating a clearer and clearer picture every day – people want sports betting in the US. They want it legalized, regulated, and readily available as soon as possible. For now, DFS will have to do. But if these lawmakers have anything to say about it, eventually we might start seeing sports betting bills will be making its way through state legislatures just as quickly as these DFS bills.
